IT Portfolio Analyst

Objective:
IT Acquisition Planning and Review (AP&R) team member defines, enables, and supports a more flexible, agile, and efficient methodology / process for supporting the identification, review, and approval of non-consumable IT goods and services in accordance with all applicable Executive, Legislative, Department of Defense, and Agency policy/guidance.
TASKS:
- Support Agency IT acquisition reviews, Agency's acquisition processes and Information Technology Procurement Request (ITPR) integration.
- Align acquisition actions to DoD-wide procurement vehicles IAW OMB Strategic Sourcing guidance and DoD guidance on IT Reforms.
- Fourth Estate IT Procurement Review processes and requirements coordination.
- Experience analyzing and articulating OMB and DoD IT policies and guidance.
- Maintain cognizance of IT acquisition requirements through participation in program acquisition reviews.
- Consolidate component procurement requirements for IT goods/services to minimize contract actions and maximize buying power.
- Review acquisition packages and obtain required internal and external reviews and approvals.
- Perform/provide CIO review of all Agency IT acquisition actions; maintain reporting of obligation approvals.
- Ensure sustainment requirements are considered for new capability development initiatives.
- Propose performance measures and metrics associated with the CIO IT Acquisition Review process.
- Draft SOPs, support implementation of changes/new controls, perform research or analysis to revise guidance.
- Provide QA functions to include reviewing completed work for accuracy of data and information, compliance with applicable laws, accounting standards and regulations.
- Job Duty 1 with 50% of time – Review ITPRs and documentation, reporting IT/non-IT equities and writing assessments for approval or disapproval
- Job Duty 2 with 25% of time – Attend and write minutes for internal ITPR Acquisition Strategy Review meetings and weekly Team meetings
- Job Duty 3 with 15% of time - Record/upload approvals/validations
- Job Duty 4 with 10% of time - Validate past IT acquisitions / complete miscellaneous assignments
MUST HAVES:
- Possesses experience analyzing and articulating OMB and DoD policies and guidance - 1 year+
- Planning, Programming, Budgeting & Execution (PPBE) Process understanding/experience - 2 years+
- IT Operations and financial management experience - 5 years+
- IT investment portfolio management and IT compliance and regulatory requirements experience - 1 year+
- Possesses technical writing and oral communication skills - 1 year+
- Bachelor's degree
